3月23日，北京市“大气污染执法年”行动启动新闻发布会在北京市**召开。此次行动将围绕散煤、高排放机动车、城乡结合部等重点防治领域和区域，按照行业管理和属地监管相结合的原则，通过开展贯穿全年的“治散煤”、“净四气”、“降三尘”三大执法行动，加大环境监管执法力度，严厉打击各类环境违法行为，加快推动空气质量改善。
